With the Meraki System Manager MDM, you have 2 choices:
1) an 'Unmanaged' approach - it's considered unmanaged because you're not using your VPP to procure and maintain control over the licenses.
In this approach, in SM, you navigate to MDM -> Apps, and click the Add New (be sure you're searching the Canadian App Store). You'll be able to set the scope and a few other options.
For example, I tagged Shena's iPhone with the tag 'Site-49-Triage', then set the App for 'Install on devices with any of the following tags', choosing 'Site-49-Triage'.
Just as a side-bar, in Configure -> General, you can do a couple of other nifty things, including setting up Time Based Tags, and Default Tags (I saw the tag 'Valard', and thought perhaps you'd wanted to make it a Default Tag).
2) Managed App Distribution - this is where you buy Apps (free or paid) using the company's VPP account and the Meraki MDM allows you to 'Invite' people to use your licenses for the App. This gives you control over the licenses, including allowing you to revoke the invitation thereby reclaiming the license.
Managed App Distribution also allows you to do 'Silent Distribution'.
